There are some general exemptions mentioned in the final U.S. FDA UDI Rule and the EU UDI regulations; and there can be others in other regulations.
There is also a possibility of requesting exemptions from the U.S. FDA. The European Commission can adopt delegated acts to amend the list of exemptions.
