Why is there such a small maximum X-dimension size for GS1 DataMatrix and/or GS1 QR Code?

The two-dimensional symbols of the GS1 System, GS1 DataMatrix and GS1 QR Code, were both introduced to enable more data to be encoded in a smaller symbol. These symbols must be read by an imaging device which may also be set up to read the other one-dimensional symbols of the GS1 System.

These readers need to see a complete image of the two-dimensional symbol so that they can begin to decode them, and this need drives the specified size of the X-dimension that may be used.
