No, GTIN-14 is not approved for retail Point-of-Sale.
When GS1 DataBar is used for retail Point-of-Sale, it encodes 14-digit numeric string.
When encoding GTIN-8, GTIN-12 or GTIN-13 in GS1 DataBar symbols zero-fill with six, two, or one zeros to the left of the GTIN.
