GS1 Digital Link is the standard. It defines a number of things including how to structure a Web address to include GS1 identifiers and, separately, how a resolver should work.
A GS1 resolver is a service that implements part of the GS1 Digital Link standard. The GS1 Global Office resolver (id.gs1.org) is one example of a resolver (GS1 Switzerland has its own, for example).
