Do resolvers need to be synchronised?

No. Resolvers exist in their own right. 
It is anticipated that when a resolver has no information about a given item, rather than simply return a ‘404 Not Found’ message, it will redirect to another resolver. 
For example, imagine resolving a French GTIN against a resolver operated by GS1 Sweden. 

It’s likely in that scenario that GS1 Sweden would redirect the request to either GS1 France or id.gs1.org. 
Likewise a manufacturer’s resolver might redirect resolution requests for identifiers other than its own to id.gs1.org.
