Why Web URI and not URL?

The GS1 Digital Link standard itself is a very detailed specification that is written for a specific, technical audience (the implementation guide is the more general document). 


For a non-technical audience, the much more familiar term URL is acceptable. The reason for using Web URI in the standard is that, for a technical audience, it conveys the (accurate) idea that the string of characters can be used as an identifier without making an online lookup. 


It’s a small nuance that won’t matter in most situations and is not worth spending time on.
